Hi there,
During the time, the 2nd and 3rd cannot be beaten because if someone beats the 1st time, then the previous 1st time moves to 2nd, and the previous 2nd moves to 3rd and so on.

To answer the question on the tie, what exactly do you mean?
Do you mean if someone gets the exact same time as the fastest?
If so then the first person who got that time and submitted it first gets it.
Same applies to 2nd and 3rd.
