Step 1: Make sure caps lock is turned off

Step 2: Make sure you aren't using a font that only has capitals

Step 3: Make sure all caps isn't selected in your characters palette
It might be different depending on what version of PS you're using, but select your text tool. The tool bar at the top on the far right side should have an icon that brings you to a few settings. You can change your font to superscript, subscript, all caps, etc.
