Never been there so I am guessing it's not released like delphi floor 3.

could be, but then again, when i ask in newbie-channel where to get blue/red-safe zone scrolls, they say, go to rampao lvl 3 <_<

Then I guess Rampeo Lvl 3 is all the safe zones. Once I get unbanned(lawyer sending them a letter today) then I will take you there.

errr, why would get banned from rs in the frist place, u seem like a fair player, and secondly, why use a lawyer to get unbanned o_O.
