computer screen proublem

ok when i get on my computer every thing is like a motion blur it anyiong my eyes! every thing just has a shade that like motion blured can some one please help this specail anouys me in games!

well the only thing , i've noticed when that happens , is when you have your mobile (cell phone) next to the computer lol otherwise i'd think it maybe some monitor problem.
