boarderis simple..
make a new layer when your done with your sig, hit ctrl+a, then go to edit-stroke, then do like 2 px, any color, hot ok, hot ctrl+d, and you have a simple boarder :x scanlines are a bit harder, cept i forgot how to make them.. (mine are saved).. find a tut on how to do them, its not that hard, just hard to remember after u save it :P

pretty much it :\ edit- this isnt the site i used, but it looked easy and i found it quick, so you should be able to do it easily
